EYFE is government‑funded childcare that helps families access early education. Happy Bears Early Years Ltd is registered with West Sussex County Council to offer funded places. Eligible families may receive: Universal Funding (3–4 years): 15 hours per week Working Families Funding (from 9 months): 30 hours per week 2‑year‑old Funding: 15 hours per week for eligible families Parents must apply for funding and keep eligibility codes up to date. When Does Funding Start? Funding begins the term after your child reaches the eligible age. Terms start in January, April and September . How to Apply for Funding Parents can apply for their funded childcare hours through Childcare Choices (HMRC), where you will receive an 11‑digit eligibility code to give to us so we can secure your child’s place. Parent Declaration To claim funding, you must complete a Parent Declaration. You may need to update it if: Your child’s hours change You use more than one provider Your eligibility changes West Sussex County Council requests updated information Accessing a Funded Place. Places depend on room capacity and staffing. If we have more applications than places, priority may be given to: Looked‑after or previously looked‑after children Children with SEND Siblings already attending Children needing regular attendance patterns Families with identified needs A place is confirmed once registration forms and the Parent Declaration are completed. EYFE Delivery Times (Term‑Time Only) Monday–Friday: 8:00am–4:30pm Saturday: Closed Sunday: Closed These are the hours during which funded childcare can be delivered. They do not increase your child’s individual entitlement. Session Times: Early Drop‑Off / Breakfast Club: 8:00am–8:45am (45 mins) Morning Session: 8:45am–11:45am (3 hrs) Afternoon Session: 11:45am–2:45pm (3 hrs) Full Day Session: 8:45am–2:45pm (6 hrs) Extended Collection: 2:45pm–4:30pm (1 hr 45 mins) A child attending 8:45am–2:45pm Monday–Friday receives 30 funded hours. You can choose fewer days or mix sessions depending on availability and your entitlement. Optional Extras (If an addition outside of Funded entitlement hours) Early Drop‑Off: £7.50 Extended Collection: £15.00 T-shirts: £6.50 Bookbags: £8.50 If you have unused funded hours, you may use them for these sessions. These extras are optional and not required to access EYFE. Privately Paid Childcare If your child is not eligible for EYFE, or you need extra hours, our rate is £9.00 per hour. Privately paid hours beyond funded entitlement are charged separately. Additional Services We may offer optional extras such as: Trips and outings Additional activities or classes Extra childcare hours Uniform: T-shirts and/or a Bookbag These are not required to access EYFE. Charges will always be clearly communicated Attendance & Absence Please let us know if your child will be absent. Funded hours cannot be saved or moved to another week. If Happy Bears is unable to provide a funded session unexpectedly, we will try to offer an alternative where possible. Leaving or Changing Sessions We require four weeks’ written notice if you wish to withdraw your child or change funded attendance patterns. Notice periods include holidays and closure periods. Support for Children with SEND We welcome all children and work closely with families to support individual needs. Where appropriate, we may apply for: Inclusion Funding Early Years Pupil Premium (EYPP) Disability Access Fund (DAF) Equality & Inclusion We are committed to fair access for all families.     Happy Bears Early Years Curriculum Where little steps make big smiles At Happy Bears Early Years, our curriculum is designed around the children in our care. We want every child to play, learn, grow and belong, building strong foundations for their future. Our curriculum is child-centred while also providing purposeful opportunities to introduce children to new experiences, vocabulary, ideas and the wider world around them. What matters to us Our curriculum has five key priorities: Communication & Language – developing vocabulary, understanding and confidence to communicate. Relationships & Wellbeing – helping children feel safe, secure, valued and able to build positive relationships. Independence & Life Skills – encouraging children to make choices, try things for themselves and develop confidence. Curiosity & a Love of Learning – supporting children to explore, investigate, problem-solve and enjoy learning. Inclusion for All – recognising that every child is unique and ensuring all children can participate, communicate and belong. How children learn at Happy Bears Children learn through a balance of child-led play, continuous provision, everyday routines, high-quality adult interactions and carefully planned learning opportunities. Each half term we introduce an overall topic, alongside a Book of the Week, Makaton Sign of the Week and planned experiences across the seven areas of learning. These provide inspiration and new experiences while remaining flexible enough to follow children’s individual interests, needs and next steps. Attendance and Absence At Happy Bears Early Years, we understand that regular attendance helps children build secure relationships, develop confidence and make the most of their learning opportunities. We ask families to inform us as soon as possible if their child will be absent from a session. Accurate attendance records are maintained for all children and form an important part of our safeguarding responsibilities. If a child who is expected to attend does not arrive and we have not received notification of their absence, we will contact parents or carers to ensure the child’s wellbeing. Where necessary, we may also contact emergency contacts if we are unable to reach a parent or carer. We encourage families to provide additional emergency contacts and to keep all contact details up to date so that we can communicate effectively in the event of an emergency. Where attendance concerns arise, we work in partnership with families to understand any barriers and provide support where needed. Any unexplained or prolonged absences will be followed up in line with our Safeguarding and Child Protection Policy. At Happy Bears Early Years, children’s safety, wellbeing and happiness remain at the heart of everything we do. Our full Absence and Attendance Policy is available upon request. Illness & Medications We kindly ask parents not to give Calpol or any other fever‑reducing medication before bringing their child in. These medicines can temporarily lower a temperature and hide signs of an underlying illness, which makes it much harder for us to spot when a child is genuinely unwell. If your little one isn’t feeling themselves, the best place for them is at home where they can rest and recover comfortably. If your child has recently been unwell or you’re unsure whether they should attend, please speak to a member of the team so we can support you. Confidentiality At Happy Bears Early Years, we respect the privacy of all children, families and staff. We are committed to handling personal information responsibly, securely and in accordance with UK data protection legislation. Information shared with us is treated confidentially and is only accessed by those who need it to support children’s care, learning, development and wellbeing. We work closely with parents and carers and will always seek consent before sharing information with other professionals, unless there is a safeguarding concern or a legal requirement to do so. Our staff team receive training in confidentiality and data protection and understand the importance of protecting sensitive information at all times. Admissions Criteria and Priority Order Happy Bears Early Years Ltd welcomes all children aged 9 months to 4 years. We follow NHS safer sleep guidance, Lullaby Trust recommendations and EYFS requirements to make sure every child sleeps safely and comfortably. Our Safer Sleep Promise We follow key safer sleep principles to reduce risks and keep children safe: Babies are always placed on their backs to sleep. Sleep spaces are flat, firm and clear of hazards. Children’s faces must always be visible and uncovered. No pillows, duvets, loose blankets, soft toys or comforters near the face. Room temperature is kept between 16–20°C and monitored. Children must not sleep in car seats, bouncers or swings inside the setting. Children cannot be accepted into the setting asleep. If a child arrives asleep in a car seat or pushchair, parents will be asked to wake them before handover. Staff stay alert, present and able to see all sleeping children at all times. Babies do not sleep on their side or tummy unless medically required and documented. These steps help prevent overheating, suffocation and unsafe sleep positions. How We Support Safe Sleep at Different Ages Babies (0–12 months) Sleep on their backs only Sleep in a cot or crib with a firm mattress Sleep sacks may be used if provided by parents Room temperature monitored closely Staff remain in the room at all times Toddlers (1–2 years) Sleep on safe sleep mats Cellular blankets may be used but never covering the face Staff ensure children stay in safe positions Calm, supervised sleep environment Preschool Children (2–5 years) Rest or sleep on safe sleep mats Children may choose a comfortable position, but faces must stay clear Sleep is optional; quiet rest is always available Individual Bedding Each child has their own named bedding set, including: Cellular blanket Sheet Bedding is stored individually, washed regularly and never shared. Our Sleep Environment We make sure all sleep areas are: Calm and quiet Supervised at all times Well‑ventilated Kept at a safe temperature (16–20°C) Free from hazards Set up so staff can clearly see every child Lighting is kept bright enough for staff to see children’s breathing and position. Sleep Checks Every 10 Minutes Staff complete a sleep check every 10 minutes and record: Time the child fell asleep Sleep position Room temperature Child’s body temperature Confirmation the face is clear Staff initials Time the child wakes up If a child moves into an unsafe position, staff adjust them immediately and record the action. Supervision Staff stay in the sleep area at all times Staff must be able to see and hear all children No mobile phones or personal devices during sleep checks Ratios are always maintained Staff respond immediately to any signs of distress or overheating Children Who Don’t Usually Sleep If your child doesn’t normally sleep: A quiet rest area will be offered We follow your child’s home routine where possible We will let you know if your child sleeps unexpectedly Medical or Additional Needs If your child has a medical condition affecting sleep: We will create a personalised sleep plan with you and relevant professionals Staff follow medical guidance precisely Any equipment will be risk assessed Recording & Monitoring All sleep records are: Completed accurately Initialled by staff Stored securely Reviewed regularly by the Manager and DSL team Any concerns or unusual sleep patterns will be shared with parents. To meet the latest EYFS 2026 and Safeguarding & Child Protection requirements, we have strict procedures in place to make sure only suitable adults have access to our setting. Enhanced DBS Checks for Staff All members of our staff team must have a current Enhanced DBS check before they start working with us. This includes: Permanent staff Part‑time staff Bank/relief staff Apprentices Students on placement Regular volunteers No one is permitted to work with children until their DBS has been fully cleared and verified by management. We also carry out: Identity checks Reference checks Right‑to‑work checks Ongoing suitability checks throughout employment This ensures every adult working with your child is safe, suitable and fully vetted. Regular Visitors & Professionals Any regular visitor who may have contact with children — such as therapists, SEND professionals, or external educators — must also have a current Enhanced DBS check that has been seen and recorded by our management team. We keep a secure record of all DBS numbers, dates and verification checks. Visitors Without a DBS Some visitors do not require a DBS check, such as: Contractors Delivery drivers Maintenance workers One‑off visitors Parents attending events Students visiting for observation only These visitors will never be left unsupervised with children. They are: Supervised at all times by a member of staff Restricted to appropriate areas Clearly identified as visitors Not permitted to take children to the toilet, comfort children alone, or enter children’s areas without supervision This ensures children remain safe at all times. Unannounced Professionals Certain professionals may arrive without prior notice, such as: Ofsted inspectors Social workers Police Emergency services These individuals do not require a DBS check to enter, but their identity will always be checked and they will be supervised appropriately according to safeguarding guidance. Our Commitment to Safe Practice We follow all requirements set out in: EYFS 2026 Safeguarding & Welfare Requirements Keeping Children Safe in Education (KCSIE) 2026 West Sussex County Council safeguarding procedures This means: Only vetted adults work with children Visitors without DBS checks are never left alone with children Staff remain vigilant and challenge any unauthorised person on site All adults understand their safeguarding responsibilities Your child’s safety is always our top priority.

Our Inclusive Ethos At Happy Bears Early Years, we believe every child is unique and deserves the opportunity to thrive within a safe, nurturing, and inclusive environment. We are committed to early identification of additional needs, removing barriers to learning, supporting children’s emotional wellbeing, and working closely with parents and professionals. 1. How does the setting know if children need extra help? Children’s development is monitored through ongoing observations, assessment against the EYFS developmental milestones, daily interactions, and discussions with parents. Where appropriate, staff may use STAR observations to help identify patterns, triggers, communication needs, and areas where other support may be needed. These observations support staff in understanding children’s emotional regulation, behaviours and individual needs to ensure appropriate strategies and interventions can be implemented. Where appropriate, the setting will work closely with parents and carers to discuss concerns and, with parental consent, may support families in making referrals to external professionals and services including West Sussex SEND Under 5s services and Speech and Language Therapy. 2. What should I do if I think my child may have SEND? Parents are encouraged to speak with Sam (SENCO / Nursery Manager), Kayleigh (Deputy Manager), and/or their child’s Key Person. We believe strong communication between parents and staff is essential in ensuring children receive the appropriate support and care to meet their individual needs. 3. How will staff support my child? Children with SEND may be supported through differentiated learning opportunities, communication support, sensory resources, visual aids and emotional wellbeing support. Happy Bears Early Years has a dedicated SEND Support Worker who works alongside children within the setting to support communication, interaction, engagement, and emotional wellbeing. The SEND Support Worker may provide small group support, individual support, and Bucket Club sessions to support attention, engagement, and shared interaction skills. Bucket Club sessions are carried out weekly or more frequently where appropriate to meet children’s individual needs. To further support communication and inclusion throughout the setting, Happy Bears Early Years has introduced Widget symbols and visual communication aids around the environment, home language alongside symbols for children with English as an Additional Language (EAL), and simple Makaton signs during daily interactions and routines. 4. How will the setting support my child’s learning and development? Where additional support is required, the setting may implement: Individual Support Plans (ISP) Targeted developmental goals Adapted learning activities Emotional wellbeing support strategies One Page Profiles Targeted interventions and communication support strategies The setting follows the graduated approach outlined in the SEND Code of Practice: Assess → Plan → Do → Review Where appropriate, a One Page Profile will also be completed in partnership with parents and professionals to help staff understand and support a child’s individual needs, strengths, interest, and preferred strategies. These will be shared within the room environment to ensure all staff are aware of how best to support the child consistently throughout the day. Where appropriate, the setting may also use SEND developmental tracking tools within Tapestry observations to help monitor children’s progress, identify emerging needs, and support the planning of targeted next steps, interventions, and support strategies. Support is regularly reviewed to ensure children are making progress. 5. How will I know how my child is doing? Parents are kept informed through daily verbal feedback, parent meetings, progress updates, shared observations, and Individual Support Plan reviews. 6. How will you help me support my child’s learning? We support parents by sharing strategies used within the setting, providing ideas to support learning at home and signposting families to additional support services where appropriate. 7. What support will there be for my child’s emotional wellbeing? At Happy Bears Early Years, children’s emotional wellbeing is a priority. We recognise that behaviour is a form of communication and aim to support children through positive, nurturing, and child-centred approaches. The setting follows an Emotional Wellbeing Policy which focuses on emotional regulation, positive relationships, communication support, co-regulation and supporting children’s wellbeing and sense of belonging. 8. What specialist services and expertise are available? Where appropriate, we work alongside a range of professionals including Speech and Language Therapists, Occupational Therapists, Health Visitors, Portage services, and the West Sussex Early Years SEND and Inclusion Team. Parents are always involved in referrals and discussions with external professionals. Where appropriate, Happy Bears Early Years may also support families through the Early Help process. We recognise that some children and families may benefit from additional multi-agency support and will work collaboratively with parents and relevant professionals to ensure children receive the appropriate help and support at the earliest opportunity. The SENCO and SEND Support Assistant regularly attend face-to-face West Sussex SEND network meetings and training opportunities to ensure the setting remains up to date with current SEND guidance, inclusive practice, and local support services available to children and families. 9. How will my child be included in activities? We aim to ensure all children can access the full curriculum and experiences offered within the setting through inclusive teaching approaches, adapted activities, sensory support, and visual communication aids. 10. How accessible is the setting? Happy Bears Early Years aims to provide an accessible and inclusive environment for all children and families through flexible learning environments, adapted resources, and inclusive teaching approaches. The setting benefits from: Wide entrances and accessible spaces throughout the building Disabled toilet facilities Flexible room layouts and adapted learning environments where appropriate Visual communication support and inclusive resources Reasonable adjustments will be made wherever possible to support children’s individual needs and ensure all children can access the environment safely and comfortably. 11. How will the setting support transitions? Transitions are carefully planned through transition meetings, sharing information with schools and settings, transition visits, photographs, and visual support strategies. 12. How are staff trained to support children with SEND? Staff receive ongoing training, guidance and professional development to ensure they are able to effectively support children with SEND and additional needs within the setting. Training and professional development focuses on inclusive practice, communication and language development, emotional wellbeing, safeguarding, and supporting children’s individual needs. The SENCO also provides ongoing guidance and support to staff within the setting. 13. How will the setting evaluate the effectiveness of SEND provision? The effectiveness of SEND provision is reviewed through monitoring children’s progress, reviewing Individual Support Plans, parent feedback, staff reflection, and liaison with external professionals. 14. How can parents make a complaint? If parents have concerns regarding SEND provision, they should initially speak with the SENCO/Nursery Manager. Parents may also follow the setting’s formal complaints procedure. Operation Encompass enables the police to share important, confidential information with our Designated Safeguarding Leads (DSLs) before the start of the next day. This means that if a child has been involved in or exposed to a domestic incident, we can offer sensitive, timely and appropriate support as soon as they arrive at nursery. We do not receive detailed information — only what is necessary to help us understand that a child may need extra emotional reassurance, calm routines or additional nurture. Being part of Operation Encompass helps us to: Provide immediate emotional support and comfort Adjust routines to meet a child’s needs Understand changes in behaviour, tiredness or anxiety Work closely with families and professionals Offer early help in line with EYFS 2026 safeguarding requirements Only our DSL team receives Operation Encompass notifications, and all information is handled with the highest level of confidentiality.
